Likely the rusted eye has allowed water inside unless it has a seal failure , rust stain is simply caused by the rusting eye . Should have a stay fitted to door and frame if you want to prevent movement .

Poor position , above a boiler vent will be rusting much quicker due to water vapour emitted .
