Wiser allows more than 9 thermostats, you can have up to 16 heating zones/rooms with maximum of 5 devices in a zone but a maximum of 64 devices in total.

I wouldn’t go as far as a half turn, I did mine on an 1/8th turn first and then turned each lockshield another 1/8th turn until all rads got hot.

5.5kW for one room is crazy, my whole 4 bed house is only a bit more than that! You could go with the DT40 radiators and run a suitable flow temp as required. Then fix the building insulation issues, especially the loft insulation as it’s a quick and cheap fix, then gradually lower the flow temp.

What is the heat loss of your property? I can't believe it is 22kW more likely to be around 8-10kW. A combi boiler in a 5 bedroom house with 4 bathrooms is less than ideal. As @gas112 has said swapping 15mm copper for 15mm hep is going to add some restriction to the flow.
