Is this damp or just the way its been painted?

That second photo , the lighter one , could be old crayon or pen ? Kids room maybe ? Either way 2 coats of a stain block before your matt on top should be enough to block it

Is this damp or just the way its been painted?

No problem Ellie If the stain isn't getting bigger or causing paint to flake its unlikely to be damp Your job is to SEAL that stain using one of the ways above Give it a go , leaving time for the stain block to dry

    Decorating gone wrong

Get your windows open on a regular basis You can have the best extractor fan in the world but if there's regularly a lot of moisture in a room it's eventually going to cause problems In terms of the decorating of the room it looks to me that it was damp when it was done and not clean...

Is this damp or just the way its been painted?

It's either old staining or its staining due to old style heating systems I would go for stains that are old , not active ......as you say they are not getting worse or bigger Therefore I would treat the wall or walls they are on with a stain blocking paint ......applied to the stained area...

What am I doing wrong? Paintwork looks awful

U might have a cold room and applying the emulsion in that case can lead to difficulty drying I would leave it till the spring then as suggested use a durable matt like a soft sheen Thin the first coat slightly to act as a primer sealer Then put on undiluted 2nd and 3 Rd coats allowing...

My wish is for the UK to be governed by a moderate coalition of the Labour, liberal and conservative trend I don't vote conservative but the likes of howe , hurd , heseltine and Clarke were conservatives I respected .....and in the day if a Labour and Liberal coalition had broken the rules...
