    BIN (two coats) should do fine it is better than standard knotting as it is white. Spot treating would be OK too, but you will need an undercoat over it as it is well known to "flash" (showing through the top coat because it has a different finish) if done in patches.

    White metal primer, then emulsion. Could also be pva left on the bead in which case something like Zinsser 123 should sort it. Try a small section first with metal primer you can get "primer for special metals" as galvanised metal is hard to get a good key on.
