    20 lpm is usually considered the minimum flow rate. Was the flow rate measured at the stop cock? If it was significantly more, you should definitely have 22mm pipework to the cylinder. You should also have as much 22mm to your outlets as possible, especially to your shower.

    See my post #3 above. By moving the sensor higher in a vertical cylinder, all you are doing is effectively reducing the temperature at the bottom of the cylinder. This still does not overcome the legionella issue, unless you ensure the whole cylinder is heated to 65+ at least once a week.

    If you have a VR65 (or similar Vaillant control center), there is a setting to allow both heating and HW at the same time. The cylinder will then take longer to heat up, but you won't lose heating - as long as the HW circuit is balanced accordingly.
