    From the description, it sounds as though the decking must be more than 30cm above the highest natural ground level adjacent the house. If that's the case, and the neighbour has no planning permission, then it's a simple enforcement matter. Of course, these things are rarely simple, I'm afraid.

    You have an 8.6 room which you need to reduce to 7.6. A 'fitted' hardboard wardrobe with an area of 1m2 would achieve this. Once the inspector has gone you may decide that an alternative wardrobe arrangement works better.

    I've heard that people sometimes do things that contravene guidance. Incidentally, the requirement is to provide access to the property and its facilities. While you're not supposed to make the situation any worse, there may be other ways of achieving that, if you were concerned to do so.
