    Actually, I think your builder has it correct; the party structure notice relates to the insertion of beams on padstones, and the line of junction covers the hip to gable conversion.

The council can only request more information if neighbours raise concerns, so for this particular notification, it can make sense to submit less...

    Just to clarify, the BCO was referring to the opening part of the window, which isn't necessarily quite the same thing. Part F certainly implies that compliance would be met by providing a wind*ow* with the requisite openable area, but I don't see why the BCO wouldn't accept your alternative...
