Do yo only have one radiator ?
Hold the ball valve with a piece of wire or string, open drain cock until the flow dies down, tighten drain cock add inhibitor release ball valve and vent as necessary.
Sounds like a case of blockage(s) balancing and microbore pipework would be a good starter for blockages, think you may be better off getting a professional in to sort the problem.
If you have too many hot water outlets a combi will struggle to supply to the multi hot outlets with a poor flow rate and reduced hot water supply.
The best advice would be to convert to a cylinder storage system.
If I were you, I would not attemp this work, you obviously havnt got a clue as to what you are doing and it will all end in tears.
Save yourself alot of grief and get a competent engineer to do it for you.
If hes pulled it all apart, sounds like a gasket/seal has been damaged and the appliance is no longer sealed.
Switch off and report problem to landlord.
First thing that comes to mind is pipes out of sight are not clipped and the water pressure is making the mains pipe whip, also I dont know how high the water pressure is in your area but may be worth turning in down lower if you have high pressure mains.
