    We recently had extra boxes stuck on all the poles down my road ,i have one right outside my house , the bloke opposite still has an old dial phone running from a a copper cable, as an elderly ex post office engineer he refuses to change, i am connected to this same pole but with a fibre cable.

    Plasterbox knockouts are usually angled and recessed , i assumed that was so the cable would always exit slightly lower or higher forcing horixontal cabling to be behind the box and in zone, subject to room behind the box

    To be fair your choke/ ballast looks good, are you sure your using the correct starter, as a failed choke is unlikely to cause the lamp to flicker
