    If the wallpaper is sound and not lifting anywhere, just go straight over with your top coats of your chosen colour, finish etc. You may need more coats on the darker walls.

    You need to give it a coat of Zinsser Gardz, this will seal the wall prior to papering. Ideally use a " Paste the wall " wallpaper that doesn't require soaking and can be put straight on the wall.

    If the paint was a Vinyl paint that could be the problem. New Artex is very thirsty and needs a mist coat first. A Contract matt is best as this has little Vinyl in it.

    Ideally you want the back edge of the arc to be dead straight, so I would use white caulk. This can then be painted to whatever the wall colour is.

    Ideally you need an adhesion primer like Zinsser before the water based topcoat goes on. Sand everything well first.

    I presume form the picture that there is a step below. If there is then this is the correct way of doing the rail, or it can be set at an angle. Dado rails were more common on stairs as the lower half was done with lincrusta and painted and the fancy paper was above so it wouldn't get damaged.

    Woodwork should always have a coat of paint on them first as the paint doesn't stick to raw wood very well.

    Sometimes its better to drill the knot out and fill it after.

    Sometimes it helps to have a heat gun on the knots to make them ooze more, try and get some of it out. Some knots can run for years !! The Zinsser is probably the best thing you can use on this.

    The pictures show that there is distemper on the walls, (the green bit) After a thorough sanding and filling, give the walls a coat of Zinsser gardz, this is specially made for this type of surface.

    The trade products usually have extra ingredients in them that make the paint better hence the word "Trade" on the tin.

    Bitumen is tar based and will bleed through most things. It can be sealed with various sealers/ primers, Allcoat Exterior is one that can cope with it and doesn't need a separate primer first.

    Its self priming and just goes straight on to the surface.
