    Allcoat exterior is designed for the very surfaces you are showing, even the bitumen coated surfaces. Its water based and can be re coated after 1 hour.

    Artex or Textured Paint

    As Nige says it looks like textured paint with it being that thin. the ceiling looks to possibly have distemper on it. A coat of Zinsser Gardz will seal it prior to any other work.

    Sometimes plaster just stays like that and doesn't look as if its dried although it may have. If it reappears, use a stain block or some oil based undercoat on the affected areas first, then coat up in your chosen emulsion after that.

    Don't use PVA anywhere near it. If the render is raw, a thinned down mist coat of whatever your using is suffice. If its already painted, as Morpheus says, thin your paint a bit to aid flow and coverage.

    Glitter paint

    Ive used the supplied glitter from Valspar in their own silk emulsion, has to be stirred thoroughly though. Not sure about other types of glitter.

    The bitumen will need a sealer to cover it as it bleeds through most paints. Zinsser Bullseye 123 which is water based will go over it. Zinsser also make "Allcoat" exterior which can be white and black which is a finishing paint.

    Doesn't look to bad. Get a fan heater blowing on it for a while. Get a mist coat on and see if it re appears.

    White emulsion recomendation for newly plastered house

    B&Q have now stopped selling Crown and are getting rid of there last bit of stock. They still do the Leyland contract matt which is ideal for ceilings and a first mist coat on new plaster. Walls would then need to be coated up in a vinyl matt to make them a bit more serviceable.

    Solvite is fine for the lining paper. make sure there is plenty on the paper and size the wall also as you go. You can either use the Solvite or a ready mixed adhesive for the finish paper if you prefer.

    contract paint is usually a cheaper version loaded with whitening to make the paint cover but not very serviceable or easy to clean. If the walls are new plaster then they need a Mist coat of thinned Matt emulsion, ideally Contract matt. Then you can paint over with your chosen silk finish.

    Tourpet might be a better filler and will sand down easy enough.

    Jointing tape is applied prior to any plastering and this helps to stop and movement and cracking of the joint. It may not have any in if its still cracking. Best thing is to make the crack bigger, almost like a "V" shape and re fill it with filler and sand it back after.

    Satinwood goes on great on kitchen doors, I have painted many kitchens over the years. A good degreasing and a flatting off with wet n dry. Apply two or three coats of Satinwood. Should look nice. Take your time and do one door at a time.

    Its all down to technique and type of paint with water based ! Having a decent synthetic brush helps enormously too.
