    May have been a standing point for ladder access to comply with Fire Regs to be able to be reached from a ladder which i believe is a 1 metre distance from the eaves. Very odd whatever the reason.

    They do look like Thermalite type blocks and yes that would work well. They can be cut with an average handsaw too if you need more depth but use an old one or buy a cheap one as it would be no good for timber afterwards.

    You can buy kerb edging or if you get slabs cut them to 3 or 4 inch wide strips to fit under the 2 X 2 timber supports and lay a strip of DPC on top of them so you won't get moisture soaking up into the timbers and you will be good for many years ahead.

    Sounds like a lot of money and when you consider they look like they have allowed for it to be done in a day judging by the ULEZ, Congestion charges, parking & travel costs at a mere £140 then that's around £1,000 an hour ex VAT. Get some more quotes.

    They usually have a brand name either on top or underneath so clean it off and check if it has one. If you get no joy then you may have to just replace the whole thing, lid and frame, but they are readily available either online or at any good builders merchants.

    It does look like there is enough tolerance on the gully to reduce the height so first you need to see exactly where the outlet heads off to. Expose a bit deeper around the pipe and from there you should be able to work out how much lower you can go with the gully.
