How far is it from the road to the current incoming point? Did he say what the dynamic pressure is? I.e. with an outside tap open and splurting out 20l/min +, what is the pressure reading then? It needs to be more than a bar ideally.

I've heard of eg "[initials] 400V" or "V230 [initials]" but not anything as subtly deliberate as above (if indeed it was deliberate).
Perhaps the link through from Adams post through to the suggestion I gave above is a little vague, but I still don't know where I said that MCBs should have their load disconnected before switching MCBs, as you did.
Why would you turn off MCBs before switching? They're a load breaking device.
Warning notices change over time in light of perceived threats and experience. Perhaps Schneider now percieve something different that they didn't before.
Perhaps it's implied that their might be a leakage in the load and therefore the load should be disconnected before pressing the button? Otherwise the test would not be reliable.
Though clearly easier on an RCD than RCBO.

What's the dynamic pressure like at the house? Ie what does it come out as with a garden tap open? Does opening another tap (e.g. kitchen) significantly decrease the flow?

AFAIK it's just to stop the floor deflecting a lot when you put the screed down. Once the screed's down though, it'll be as solid as a rock, with or without grouting.
I also think it might be to try and prevent damage when block laying inside.
It's probably the clutch dragging slightly at that age, though you could try bleeding the slave cylinder (usually comes out a horrid colour).
Alternatively the oil might be worth renewing. There's an access plate under the gearbox which will come off and dump the oil content, fairly...
White spirit will get it off the carpets. Not sure about cleaning the pipes, perhaps ask some engine/gearbox reconditioners?
Or you could just buy new. A 6m length pf 1/2" could set you back as little as £15.
