Have you relearnt the new device on the same zone ? Mismatch indicates that programming is wrong. Suggest you delete new device ,then check to see that input then has no device registered. Then relearn new device.

Put link between T&A on SCB terminals and then try reset procedure. If this still fails then control panel could be faulty. The battery charging resistor looks OK and not damaged. Control panel not made any more ,spare parts also not available so you would need a replacement.

Having tried both reset procedures could suggest control panel may be faulty. Power down and re Power control panel with battery NOT connected and see if that works.

This would suggest that the external bell could be faulty and you need to check inside the bell box. The bell test function would also suggest that the siren drive could be faulty also speaker drive could be faulty. Control panel therefore would need replacement.
