    Why ? If it's a one off, just notify, pay the fee, and send in your certificate/test results. My experience is that LABC are only interested in having a piece of paper that's a) plausible, abd b) has someone's sugnature on it. This paper is to cover their backsides.

    How do you come to that conclusion ? One reason for not giving out the previous report is to prevent "copy & paste" testing. And adding "something" does not automatically mean the installation (I assume that's what you mean by "it") has to comply with current regs - that depends on what was added.
