    If you sand now you'll just move the skin of paint, it won't have cured and won't have done for a while. Leave it, let it dry, don't worry about it. Exactly which paint is it? I'd like to check the datasheet as for years paints been low VOC.

    I've seen those quotes for a £500 heat only boiler to be fitted as a direct replacement, everything in place and ready. It's well known they bang a few grand on for a days work.

    I didn't say it couldn't happen, what I said was, that is is unlikely to happen without intervention of safety devices, hence the UV cylinder isn't inherently dangerous, much like a gas boiler, but tamper with it and it may well become unsafe, with consequences.

    You need multiple failures, so if your immersion ran over, the temp+pressure relief valve would vent the tank.     There's more than just the safety devices being capped there.....wouldn't happen in a domestic setting, as you'd have to bypass all cylinder safety and also have a boiler which heats water past boiling point, which they don't.
