the sensor (the white bit) is not fitted properly, no tools needed just remove and fit back on till it clicks, turn it to max till you have fitted it correctly then turn it to off

when you move to HW and it locks out, is the flame failure light solid or flashing ? if flashing is it twice per second or once every 2 seconds ?

be very carefull in who you get to check out your problem, your boiler is low voltage switching, which can be altered via a relay that the manufacturer will sell, but if you let someone mess around that doesnt know what they are doing will be expensive

as @stem says the channel plus H17XL is not a thermostat , it is a timeswitch, there will be a thermostst somewhere that isnt turned up

well the heat has to go somewhere, turn the CH off and run a hot tap or the shower and feel the CH pipes below the boiler , they will be 22mm ones are either of them getting hot ? if so you have a diverter valve problem
