Baxi 228 is a combi boiler, the nest E can not control anything to do with the HW temp it is simply a room thermostat and only controls the CH

Your zone valves are what are called MOMO (motor on, motor off) unlike the more common spring return valves , the motor on the upstairs valve has failed, you will need to replace with the same actuator, or repace the whole valve and alter the wiring, you wont be able to latch it open as...

If you can access the fan then you have opened the combustion chamber on that boiler so sorry we cant give you advice on gas work it is against site rules

The back micro switch as you call it is the pump proving switch, there is a small orifice below the diaphragm that needs cleaned
