    If they are bare wood you must prime first I would also follow with undercoat with acrylic or oil before finish coats Primer , 2 undercoats and two satin etc should give you a nice finish

    Yes , get as much off as possible or get it all off ...might be hard if some has bonded I would prime with a mist coat and ease another coat , slightly thinned on top Then straight emulsion till it looks OK
