the higher the tank the greater the pressure, if you thinking of putting a pump on your shower supplies then some have a certain height the tank needs to be above the pump to kick the flow switches in. i have heard of pumped hot and cold supplies on bath and basin but never a toilet, i dont know...

im not to clever with back boilers but is it a gravity system on the hot water ? if thats the case then your hot water will get hot if it fires up if not you may have a 3 port system or a 2 port system (one or two silver (could be white also) valves most of the time found in your cylinder...

try getting a pair of grips on the tap head (the piece you grab hold of to turn) and tighten and loosen tighten and loosen, as slight as you can untill its closed fully, it may take five minutes but it works every time for me !!!

if the boiler is working ok and firing up after all the above check the pump as ive had it where the pump has packed up in a situation like this !!

try closing all of the rads except the offending rad and turn ya heating on, this should push any air locks through the rad !!

turn off boiler, drain down system, tee off central heating pipes (flow & return) nearest the new rad,run flow and returns to new rad, in one end via a thermostatic rad valve and out the other via a lockshield valve(measure size for new rad so output is correct for room size) fill up heating...
