Screwing in bulb temporarily kills power in cables

Your "current detector pen" is picking up stray voltage capacitively coupled into the cables from adjacent wiring. Inserting a lamp shorts out that stray voltage. Get a proper two-terminal voltage tester, or a multimeter, or an electrician, because this apparent strange behaviour is not why your...

Screwing in bulb temporarily kills power in cables

There's your problem. They often give false results. Get a proper two-terminal voltage tester, or a multimeter.

Moisture / Condensation proof consumer units

IP65 does not mean it will be free from condensation. As already stated, an insulated box around the CU might help. Industrial distribution boards and control panels are sometimes fitted with heaters to prevent condensation.

    Dangerous fitting or dangerous bulbs?

    Dangerous fitting or dangerous bulbs?

I was trying to use terminology the OP would understand, instead of the correct terminology, as should have been clear from my earlier post.

Not just against being yanked out, but against being loosened, which leads to high resistance and overheating.

    connector box / choc box

Insulating tape is not suitable. They need to be in a rigid enclosure, and strain relief means that the terminations (connections) are not subjected to any strain when the cables outside the enclosure are moved about.
