An 18kw or 24kw appliance, depends on how many rads you have, loft or cavity insulation etc. You want a boiler to work hard, the harder it works the more effiencent it'll be.

That looks like rockwool insulation to me, more than likely your houses cavities are filled with this, or the installer packed it around the old fires flue. I wouldn't be concerned about it, Asbestos hasn't been used house hold insulation for many years.
