    From the pic it looks like the chrome cover has a nut in the centre holding it on, underneath should be a nut to remove the plug cock control, which will require easing, if the centre nut is just decorative then you probably need to unscrew the lever to remove the chrome cover.

    If it hasn't got a screw then it has to come out as already described, must just be tight. Turn spout left in line with tap or right in line with tap and pull hard.

    Your post is confusing me do you mean reduce the diameter of vent pipe or the length of it?. You can use a air admittance valve on internal vent DURGO VALVE.
