it would have to be properly sized but with that kind of heat input your getting into commercial installation so you start talking low loss headers, shunt pumps, 35mm primaries, huge gas pipes supply etc etc! I'm primarily domestic but I'm sure you'll incur the wrath of the commercial boys...

You may find that you'll need to have bigger primaries than 22mm to get that kind of kw passed through them all at once. i'll do it for £19.5k (but this isnt binding)

After reading your long winded post my advice is to get a gas fitter in to sort it properly. He/she will tell you what it required and the final price will include everything to make that installation suitable to be passed by building control. Then let them worry about getting the 28mm pipe...

There are a few options on this one, one being relocating boiler, one being extending flue in a different direction and one being taking it out through the conservatory. Depends on what is practical and what will comply with the regs. But you may struggle to get addition flue for that boiler.

The Cdi is just a better made boiler, different insides completely. Good price for the boiler if that is the full price fitted. My only concern is that if you are running a mixer shower(??) then a 25kw may be a bit low on power. But if you have an electric shower then get it fitted at that price...

At least you can pipe up the Worcester jig before your crane turns up to put the boiler in. I suggest solar at the same time as you'll have to have the roof tiles off.

And there is definitely power to the socket/fuse spur? There is a fuse on the main board inside the boiler, it could be that that has blown. but chances of there being a replacement at this hour is slim as its not a regular sized fuse. After that, you will be needing to contact your installer.

Silly question, but have you checked the switch on the froNt of the boiler?
