New roof including new roof timbers

If the decking is ok on your flat roof you want insulation boards that fit directly onto your decking. No need to rip good boards up just to fit insulation between the joists. If this is the case you will need vapour barrier, insulation and 2 layer t/o.

    Water on sagging roof

Right here goes but like i say bit of a botch job and not some thing i would undertake but it would remove the puddle from your roof. You could get a hopper head.Cut a hole into your roof(through boards/felt) at the lowest point in the dip.Fix your hopper head to a joist.Fit a lenght of down...

    boarding roof before tiling

When roofs are boarded they are called sarkin roofs. If boarding your roof out you would need to counter batton(fit laths from eaves to apex, then fix you laths on top of these) so the water would not sit behind the laths. Its common in scotland but not common in england.

Sorry for delay but been pondering.I dont use black jack and have never claimed to use black jack,do you?I did advise a guy to use black jack when he was wanting to repair his sarkin felt from the inside. The reason i said black jack as silicone and other sealents are not compatible with bitumes...

Concrete tiles and a shallow pitch roof

Not enough pitch,I believe the minimum pitch is 17.5 and this is not even enough imo. There are some tiles that manufactures claim can go on low pitch roofs but its just asking for trouble imo.Either raise the pitch if practical or replace with some sort of flat roof weather it be felt or epdm.
