    If as you say it has just been plumbed in i would suggest calling the plumber, Hot and cold could be wrong way round, isolation valves could not be open fully, some showers are not suitable with Combi's, there are many reasons but for a new install they all point to incorrect installation and or...

    If you don't want move the socket then a vertical Rad would be the best option, don't put a normal Rad up high though, would look awful

    cold water 28mm gate valve stuck open

    Always happens, bung the tank and replace only real option, blowtorch may do the job but if you do get it closed when you try to open it it will probably break, so just replace it with either a pegler gate valve or a full bore lever valve.

    when replacing valves try to use 1/4 turn full bore lever valves, if you have to use gate valves use Pegler

    could be any of the valves not open properly, they may look open but if they are old gate valves they may be broken in a not fully open position
