    You need to measure the earth loop impedance (Zs) at that point and cross check in the regs that it is within the stated Zs figure for your mcb type.

    Lighting is normally connected in a loop and is called 'Loop in' wiring. It is not a ring as it starts at the CU and ends at the last light in the circuit.

    I would check the fuse closely again. With re-wireable fuses it is best to try and remove the fusewire to see if it is broken in the part of the holder where you can't see the wire or near the screw.
