    No, turning an appliance back on (i.e. relighting a boiler) does not constitute "working on" an appliance under the gas regs, I generally scan round for ventilation, flame picture and any obvious defects when turning back on, but thats where your liability ends if things seem ok.

    This is actually quite a common thing to happen when the bottles are nearly empty, nothing to do with the cooker, All I can put it down to is that the added smell to the gas is more concentrated when it reaches the bottom of the bottle so lingers more after use

    If I were you I would get somebody in to do your cooker properly, you obviously have no idea how dangerous both your installation and more importantly lpg is, its incredibly explosive.... far more than natural gas and has other requirements that you wont know about either.

    It is allowed but only with butane, propane is not allowed indoors or even in your garage or shed.

    That is incorrect, in doing any gas work the minimum the law requires is competence, registration is only required when doing gas work as part of your business or for reward.
