    I have one in my hand right now. The bit you call part number 2 is joined to the grey bit which you call part number 1. They are not two separate parts.They move together. The grey bit is the bit you tighten down which is why it has the indentations.

    First off,that is a pretty new Danfoss Ras C2 trv so I would be v.surprised if it's stuck down. The fact that there's no air/water? at the the bleed screw suggests your system pressure is low.     I don't agree with this as a general rule. Presume you mean 'in this particular example'. to the OP- what efforts did the installer make to try and improve the inlet pressure at the boiler? Did he 'play' with the meter governor? Did he in fact do ANYTHING?

    You will have to repipe the valves or you might be lucky and be able to move the radiator slightly along on its brackets so that pipe and trv line up.
