The discharge pipe needs to be visible so you can tell if something is wrong so outside turned back to wall , need only be a few inches in length so won't be a health & safety issue as long as it discharges onto wall a not straight out.

You need to send the cleaner around the primary circuit and you say you havn't got a hot water circuit, so you would have to close off rad valves, just the trv's end will do just leave the one you say is fitted with normal valves on, this will make just a small circuit for the cleaner to go...

Is the pump running, air in system stopping circulation.

Add fernox/sentinal or other as you prefer to system as per instructions/quantities etc and circulate through boiler,primary flow & returns hot water circuit rather than heating circuit not the best time of year to do this, or power flush through this circuit.

Did your system ever work properly?. Is the distance between open and cold feed vertical pipes less than 150mm?. I would still move the tee section down to just above pump and clean system again especially flow and returns to and from boiler, and boiler itself.

Hi you don't say what type of heater, i assume you are talking about ELECTRIC HEATER?. IF so you would be better off on electrics site, you would need external and internal thermostats and the built in one disabled i asume.

There are products on the market to reduce system noise such as system hush, which you could try but i think you would be better off getting your system cleaned out, you say you have trv's on your radiators, have you got a bypass or at least one radiator without trv fitted in case they should...

The distance from the junction of the tee/ horizontal section to the f&e cistern should be okay but the more distance you have the better, i would suggest tha you move that horizontal section down to just above the pump, this will also give you an chance to see the condition of the pipework in...
