I prefer to hack off and find the cause of the cracks. Meshing over is another option. I wouldnt coat straight over painted roughcast as you will see the cracks come back through, then you will see it come back off in sheets. My honest opinion is hack off and re do. It might be slightly dearer...

Check the artex for asbestos first then if ok, you can get yourself a big scraper and scrape back flush, then your plasterer can give it a 2/3mm coat of finish. I do this on pretty much all artex reskims

In picture 1 it looks as if there is bit of loose plaster. Pull this off the wall and patch everything up with bonding then skim any areas skirting will not cover

No need to pva the bonding. The rest of the wall will need pva if you have not already done so

Yeah, there is a hell of a lot of suction in those blocks where as there is very little in the lintels. I think you know the answer yourself but yes, wait until both are solid and non greasy. Are you skimming the whole wall or just patch?

hopefully you havnt started skimming yet. Wait till bonding has set and completley dark and when you drag your hand down the wall it isnt greasy. A couple hours should do the trick

How thick is it? Anything over 3mm give it a coat of bonding to bring out flush then wait till set and skim. I would probably use a bonding agent first before you plaster

I would not pay him but give him that chance to do it right. Make it clear to him that you won't payup if he leaves it to a poor standard. He will probably get aggressive if you don't pay him but you have every right to expect a smooth flat finish.
