    General rule of thumb is oil over water ok but never water over oil. With modern technology applied to coatings this isn't always the case but not a bad rule of thumb. Best thing to do is apply a bridging coat, something like coverstain.

    In my experience Johnstones retail is awful. Bedec is well rated, i use QD Dulux u/c and gloss. BTW neither of your choices will be much good if you apply straight over OB gloss without and undercoat, you need something to bridge between the two and ensure adhesion.

    Paste the paper rather than the wall and let it soak for 7-10 mins before you hang, that way woven or not you'll be ok.     Weather shield is also available in oil based. Personally for OB gloss i would always go with Sikkens XD. Prep as you have described. You could caulk to stop the water going down behind the glass.

    If you don't find another way, you could apply a couple a coat or two of zinnser gardz, this will seal it completely. It is an expensive option unfortunately, but will solve the problem. Sounds like the paint has failed if you're absolutely sure the plaster was dry, if not, paint will not adhere...

    Johnstones Aqua - still the best?

    IMO the Dulux is better, the undercoat is very good. Gloss is difficult to keep the wet edge going compared to the oil based, but is vastly improved on earlier efforts. Bedec is supposed to be good but i've never used it. My local merchant reckons the oil based isn't as bad for yellowing now...

    Bedec masonary paint is the best i've used ... and don't forget to thin the first coat as its not been painted before
