The Toby is the stopcock in the kerb at the bottom of my drive, the external stopcock.

Thank you yes sorry I got the name wrong I'm a 67 year old widow. I forgot to say, the ringing is still there with the supply turned off where it enters the property. I don't think it can be a leak between kerb connection and internal stop valve as it's a brand new pipe.
