Infact yes he is as ANYONE can LEGALLY change a soil stack in their house, add lead flashings if they wish, god if their good enough they might even tie it in and treat it. Anyone can fit their own bathroom LEGALLY but they cannot install a boiler, fire, cooker, multi, Warm Air etc etc.

Id go for a blockage myself. Get a good strong magnet and put it round the pipes in the cylinder cupboard if it sticks anywhere thats the problem

whoooah who has got your goat? Most of us including me do not call ourselves engineers however when a employer is looking for one of us lot thats what THEY put not fitter, Technichian or any other term you want. However i have never seen a job advertised for a water engineer, or waste pipe...

Yes but any Gas Enginner can work on Plumbing not any Plumber can work on Gas.
