    Unless the landlord is s fully qualified spark how do you propose he proves that safety? you guessed it Certification. Law maybe doesnt state it has to be certified but its pretty much the only way your going to prove in a court of law that the installation was safe.

    Depending on the cable size installed and its installation method and the rating of the switching for these lights you could probably put the upstairs circuit onto a 10A MCB. This however would be Notifiable and should be done by a qualified electrician to ensure it is safe to uprate the breaker.

    Probably would be notifiable seeing as it wasnt just a faceplate change. Surely it would have been much easier to just change the backbox from a double to a single and fit a 3 gang switch which would take up the same space as a single gang plate...

    Depends on the quality and type really now. The older stuff was pretty rubbish, newer stuff has all sorts of **** in it to make it stable in sunlight

    same for near enough any job at the moment, isnt a fun place to be but if you let it weigh on you thats when you start to lose, been there myself always had to keep hope up or id just bottle it. Best of luck mate, hope your efforts pay off.
