Yes, but you can try to get someone from the council come round if you make it sound serious. But, why on earth would someone have a porcelain patio ? That should be slippery most of the year thanks to our lovely weather!

I feel that with things like this, it's best to object when neighbours are building something and even involve the council if they don't give you a damn. Once building work's completed, no one shows interest and it becomes a civil matter in a court.
