Radiator valve only turns a tiny bit

Reinsert the spindle but 'unscrew it' when you've pushed it as far as you can, although I say push very little force should be needed. When you've 'unscrewed' it till it stops refit the gland nut in the normal way but only finger tight. You should now be able to 'unscrew' the spindle some more...

Power surge near boiler- control unit and boiler now dead?

If the immersion is fed by its own fuse then I'd remove said fuse in case someone, inadvertently, turns it on and stops the boiler again.

Boiler kettling, pump very hot, some pumping over.

Why were the rads replaced; asthetics, leaks etc? System needs checking for correct instal/design, then, I would suspect a GOOD powerflush is what you need.

    One for BG guys

Not really, jobs that are booked in get allocated as and when the next local guy is available so in theory there should only be 1 job lined up for anyone. Parts jobs are a bit different, they have to be lined up to, usually, the engineer that ordered it.

    One for BG guys

Things have changed recently, the focus is now on getting the job done right, not in the fastest time possible. However for planning work in the office allow about a hour per job

    Vaillant EcoTech 624 pressure mystery

I'd agree with flameport, the expansion vessel needs checking, even if in your infinite wisdom it is "ok"
