    i dont use a wet mix i use a moist mix and its going to rain i do something else instead,if it rains unexpectantly i cover the complete area ive pointed and any surface at higher level that can run under the cover. the finish i use is by a pointing iron as i do with my brickwork generally.

    just cut some pegs out of 2x1 tile batten.make sure you put enough in.2x2 is too hard to knock in.

    Gen 1 or 6:3:1 if mixing by hand with seperate aggregates/cement or 5:1 using ballast and cement.doesnt have to be too hardy as its gonna be protected by the summer house as such.you can always add more cement if you like.

    is there not a false floor to the summer house???,in which casde no DPM required under the concrete.you could raise the summer house on some treated timber bearers which would last for years and if they rot can be replaced with new ones.

    any insulation is better than none.what youre proposing is feasible.make sure you glue the chipboard joints and leave a gap around the perimeter for movement.yes you could pipe in the insulation.i would steer clear of the laminate idea.

    level existing floor with sand if theres a slope.lay insulation carefully onto the sand.lay a 1200 gauge DPM over the insulation.then lay a floating chipboard floor.no need to paint your floor prior this way.lap the DPM up the wall.
