If you're going down the route of Lithium I'd go for something with cell protection - Panasonic, Metabo or Bosch - otherwise your batteries will probably fry after a while. If you're not bothered about Lithium then any of the above makes + Makita (2 speed drill, not 3 speed) imo

To be fair I've repaired a most makes of tools, and they all spark - to varying degrees. They are correct in what they say about the motor - it's effectively an electronic brake. When you release the trigger the motor is reversed for a split second causing the sparking, it won't cause any damage...
