    usually inside the fuse holder, behind the fusewire. I'm not familiar with your exact unit so can't be sure. Price can vary, for a reputable electrician to do the job you are usually looking at around £450, but depends on what other work is required to bring the install up to scratch...

    why is there a 13a FCU in the circuit if it's on it's on radial? I'd be tempted to run the mat through a contactor and ditch the FCU and replace it with a DP switch.

    I tend to spec for GU10 230v fittings - as they allow easy retrofit of LED lamps. If the fittings are likely to keep their 50w lamps then I'd opt for 12v

    CFLs are really not suitable for outdoor use - think of all the electronics in the crappy plastic base.... Give me a PM - my business does professional christmas lighting and we have some LED golf ball lamps that actually look like proper filament lamps.

    yes but you're missing the point, PME and TNCS are different things. This is an example of a TNS head on a PME system The outer earth will be derived from the neutral as thats the case in both TNS and TNCS systems....

    Looks like an older cloth covered cable to me, with an earth braid sweated on... It's a TNS head on a PME system

    no they are not, PME can exist on TN-S networks
