It's a good question. If it was for a valid reason (and I include art) then the only problem I would have would be one of consent. They may consent to it when young but what if they change their minds when they are older?

I've looked at naked children many times and I thought it was OK. If they need to justify it then doesn't that mean that they know that it's wrong in the first place in which case the justification is meaningless?
