You need to know what type of soil your garden is comprised of. this will give you an idea how deep you need to dig. You should dig a test hole to assess how deep before you find solid substrate to work from.

I fitted the genuine briggs new carb today, exactly as before.
I examined the old air filter nd it was black and grimy and stank of fuel.
I looked at the casing attached to the carb and again it was wet with fuel in the lower part where the air filter fits.

After being let down by yet more parts suppliers I have finally got hold of a new seal kit for the carb.
Unfortunately still not starting, however there is now a slight smell of burnt petrol from the exhaust which wasn't there before.
Very frustrating. I think i'll buy a new carb and see if...
The fuel is brand new from the fuel station and the carb was stripped twice and cleaned with carb cleaner.
There is no seal either on the needle valve or in the jet sleeve that it sits into. I don't recall seeing one either, although that doesn't mean there wasn't a seal in originally.

Another check of the flywheel with marks as suggested and there is no movement since i last reseated it.
Could there be an issue with the magnets themselves??
yes i substituted easy start for carb cleaner.
I'm going to check the blade and shaft with a manual turn tomorrow to see if there is any damage or shaft bent. The engine does not look to have been messed with. Lots of crud undisturbed over the bolts.
The air filter was alsogunked right up...
Update on the wretched machine.
I've fitted a new coil and spark plug. I now have much better spark than before. The carb has been stripped and cleaned, everything is clear. The float action has been checked and it works fine.
Still it won't start with or without the cut out wire connected...
Ghs don't do a pattern for mine it's original only. nightmare trying to get this part!!
Is there a way that i can set up an external coil to power the plug to test the engine ??
deadmans handle does engage the brake and fully releases when engaged. I've tried the start with the stopwire connected and disconnected.
It just will not fire no matter what actions i take. which is why i'm almost certain it's spark related.
With the multimeter set to ohms i've tested the coil.
I get various readings such as 1215, 886, 697, 303.
As i'm getting fuel, there is compression, i still think it's spark related.
Only other thing to check would be valves sticking open.
Back in the shed this morning (it's soaking inside, new roof needed) and back on the mower. I bought a 1 grade hotter plug, 6 instead of 5 but no difference.

The woodruff is very slightly narrower than the indent in the shaft & flywheel. There is no visible misalignment.
The key is fine and the flywheel is secured in place.
The choke is connected to nothing, it would appear. The choke likage just goes a stud on the case beneath the flywheel.
There is a spray of fuel spurting out when the plug is removed and i've tried heating the plug on the gas hob first too...

I recently bought a petrol mower with a non running briggs and stratton 500e engine.

stripped & cleaned the carb
checked for spark
checked compression.
Still it won't start. Not even with easy start.
