More than likely the pir is goosed, you could open pir(switch off supply) disconnect live & switched live from pir and temp join them together with suitable connector, power back on and operate switch to see if the light now works. Is the new lamp known to work.

Is the faceplate the dimmer module is attached to metal?, if it is there should be an earth connection on it, connect the earthwire to it. If its a plastic faceplate, there will be no earth connection as its not required, If the existing earth on module comes from back box just disconnect...

If the previous owner did dodgy electrical work, I'd be wary of trusting them for earth continuity. Buy yourself a voltage/continuity tester or multimeter.

Is there any issues with moving boiler onto non rcd circuit ?, is boiler on its own circuit ? . Get sparky to test for earth leakage current before and after boiler fired up ,with a leakage clamp meter . Also for finding leakage from any appliances.
