    Are all your other rads heating up ok? You can try shutting off the rads that are heating and this will most likely get your designer rad heating, then open the other rads once the new one gets hot.

    As long as you have adequate pressure on your incoming main then I would go for a good system boiler, maybe Worcester or Vaillant in conjunction with an unvented hot water cylinder.
