    I think that the OP is confused and that he means that the toilet PAN is being syphoned out, in which case it would indecate that there is no open vent or Durgo valve on the soil stack.

    Not a good design, one pump could pull against the other when both on. this would cuase cavitation and if it was an OV system it would cuase water to be pulled down from the expansion tank and would cause pumping over via the expansion pipe, what size are the primary flow and retun pipes?.

    The rubber hose, usually supplied with the W/M will normally stop water hammer from the machine. Is this fitted?.
