Sounds obvious but I take it a 2-3 MB file is much quicker if it's downloaded from a website i.e. is your entire internet connection slow ? or is it just e-mail.

If it's a low voltage fan then it may have a transformer somewhere, maybe in a loft space? there maybe a separate fuse, my bathroom shower fan has it's own fused spur. You really need to check that the fan is receiving a live supply when the switch is on, if you are not confident to do this...
