It looks like a pressure problem then. The boiler should have a pressure restrictor on the hot water but this might not be working. If your house water supply pressure is too high you should contact your local water company and they can fit a restrictor.

Try it with the machine empty or with dry washing in, if it still won't spin it is probably a timer fault and perhaps time for a new machine. Another possibility is a blocked pressure vessel but this would give other symptoms like overfilling or not filling at all.

When the base is drained out it would be wise to leave it a couple of days to dry out before trying it, in case any electrical parts got wet.
