    90% of the time this problem is the FSD,not all FSDs shut off the supply,most reduce it to a small bypass rate and when they fail it stays at the low rate. You need a Gas safe Engineer with cooker qualifications.

    I agree with the above posters also from my experience it sounds like the gas valve is partially choked,which would lead to the fault described and yes cancel your chimney sweep,these boilers have a metallic liner up the chimney so a sweep is completely useless.
