    Armillotox should do the job. Available from most garden centres. Just spray it on, and leave it for a day or two. Pressure washer would not be necessary.

    I am not familiar with that fire, but it is almost certain the ignition is operated by a battery, and it will want renewing by now. I suggest you look behind the fender at the bottom of the fire, and you may see a battery compartment there. If so, identify the battery and obtain a replacement.
