Seems like PVA has run on the plaster which you should be able to fill with a fine filler - what sort of area are you having problems with? I can't imagine why PVA would be going on the wall after the plaster.

I should have added I've just had a ground floor WC room refurbed so not sure if that has anything to do with the pressure dropping - no radiator in there but the hot water pipes were replaced.
